On April 2nd, a meeting on advancing key tasks for high-quality development and an enlarged meeting of the leading group for deepening comprehensive reform were held at Zhongnan University of Economics and Law (ZUEL), officially launching the Comprehensive High-Quality Development Research Initiative (hereinafter referred to as “the Comprehensive Research Initiative”). Heads of ZUEL and Party and government of schools participated in the meeting. It was presided over by Shen Zuwu, Deputy Secretary of the ZUEL Party Committee and Secretary of the ZUEL Discipline Inspection Commission.
Hou Zhenfa, Secretary of the ZUEL Party Committee and Head of the Leading Group for Deepening Comprehensive Reform, organized the study of the guiding principles of the National Two Sessions and General Secretary Xi Jinping’s important speeches during this period. He emphasized that all schools should translate the fruits of our learning into an enterprising spirit in specific tasks and lay a solid foundation for the comprehensive deepening of reform of ZUEL.

In his speech, he pointed out that this meeting was of great significance for ZUEL to implement the guiding principles of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the National Education Conference and the Three-Year Action Plan for Building a Leading Country in Education, as well as to rapidly bring out the full potential of the university. Regarding how to carry out the work in the current and upcoming period, he put forward three requirements: First, to continue reform and innovation to ignite vitality; second, to overcome difficulties and maintain determined; third, to collaborate to pool resources and form a united force. He emphasized that the entire university should adopt a unified approach to reform, collectively brainstorming for reform measures and contributing to their implementation. He also called on everyone to embrace an ownership mindset and jointly push the high-quality development of ZUEL to a new level.

President Zhu Fangwei, ZUEL Deputy Party Secretary and Head of the Leading Group for Deepening Comprehensive Reform, conveyed the key messages from the 31st Plenary Meeting of the Advisory Committee of the Subordinate Universities of the Ministry of Education and the conference on advancing the Three-Year Action Plan for Building a Leading Country in Education through Comprehensive Reform Pilot Projects, while delivering a mobilization speech for the Comprehensive Research Initiative. He emphasized that it was essential to earnestly study and fully grasp the spirit of the meeting, ensuring that the decisions, plans and work requirements from higher authorities are fully integrated into the university’s efforts to deepen reform and advance high-quality development. He also stressed focusing on three critical dimensions of reform during the Comprehensive Research Initiative: First, addressing the fundamental question of “why reform is necessary” with the courage to abandon outdated practices, the determination to establish new systems, and the commitment to implement concrete changes; second, clarifying “what to reform” and “how to reform” by grounding our work in the fundamental mission of fostering virtue through education while balancing support and participation in reforms, properly handling the relationship between individual and collective interests, and upholding principles of fairness, integrity, innovation and systematic integration; and third, defining clear benchmarks for “what standards to achieve” and “when to accomplish” through scientific roadmaps and timelines, persistently advancing reform until our development blueprint is fully realized. He called upon everyone to cultivate an awareness that “reform is imperative,” shoulder the responsibility that “no one but us can accomplish this mission,” jointly create a “promising future,” and move forward with unwavering confidence and utmost dedication to pioneer a new chapter of high-quality development.

Chen Shi, Deputy Secretary of the ZUEL Party Committee pointed out the current tasks of all schools. First, to ignite the enterprising spirit of both faculty and students through “comprehensive learning, analysis, research and mobilization” in accordance with the theme of “forging ahead with development consensus”. Second, to promote work systematically, ensuring full-staff participation, in-depth discussion, and progressing in an well-ordered manner. Third, to be pragmatic by enhancing awareness, optimizing the leadership mechanism, increasing publicity, guiding public opinion and focusing on effectiveness to gain more practical achievements.
At the meeting, Zhu Fangwei signed the 2025 Annual Task and Target Document with the heads of the Office of Development Planning and Discipline Construction and Wenlan School of ZUEL.

Shi Zhilei, Dean of the School of Economics, Wu Haitao, Dean of the School of Business Administration and Jin Dawei, Dean of the School of Information Engineering, took turns to share their thoughts on governance and reform of their respective schools and how to achieve key development indicators.

Shen Zuwu, emphasized that all schools should organize themed meetings to highlight the guiding principles outlined in this meeting, ensuring that all teaching and administrative staff understand and accurately grasp the core of the principles, and unifying our thoughts and actions with the plan of the ZUEL Party committee. He stressed the need to further develop a global perspective, enhance mutual learning and collaborative efforts, and view the Comprehensive Research Initiative as a chance to unify and strengthen the driving force for deepening reforms. All should focus on reform responsibilities and pool our wisdom to break through systemic and institutional barriers for further development.
