On March 16th 2025, Zhongnan University of Economics and Law (ZUEL) and Healthcare Security Administration of Hubei Province signed an agreement to co-establishHubei Provincial Academy of Healthcare Security Reform and Development and unveiled its plaque at the university’s Sports and Arts Center. Attendees included Li Xiangdong, Secretary of the leading Party members group and Director-General of the Healthcare Security Administration of Hubei Province; Hou Zhenfa, Secretary of the CPC ZUEL Committee; Zhu Fangwei, President and Deputy Secretary of the CPC ZUEL Committee; leaders and experts from Healthcare Security Administration of Hubei Province, Healthcare Security Administration at local levels, Wuhan University, Huazhong University of Science and Technology, Sun Yat-sen University, University of International Business and Economics, Capital University of Economics and Business, and ZUEL. The ceremony was presided over by President Zhu Fangwei.
Chen Baifeng, Vice President of ZUEL and Wang Yu, Deputy Director General of Healthcare Security Administration of Hubei Province, signed the cooperation agreement on behalf of their respective institutions, with Li Xiangdong and Hou Zhenfa joining them on stage to witness the signing.

To further support the high-qualitydevelopment of healthcare security in Hubei Province, the Academy has leveraged its strengths and distinctive resources by appointing renowned experts and scholars in accounting, finance, public administration, law, big data, artificial intelligence to form its management and research teams. Li Xiangdong and Hou Zhenfa presented letters of appointment to representatives of the management team, including Ran Mingdong, Professor of ZUEL (Director of the Institute); Liu Linqing, Professor of Wuhan University (Deputy Director); Xue Xindong, Professor of ZUEL (Deputy Director); and Song Limeng, Associate Professor of ZUEL (Deputy Director). They also presented the letters of appointment to the representatives of the “Think Tank Experts” of the Academic Committee of the Academy, including Professor Zhang Liang of Wuhan University, Professor Feng Zhanchun of Huazhong University of Science and Technology, Professor Mao Zongfu of Wuhan University, Professor Li Sheng of Sun Yat-Sen University, Professor Yu Peng of Capital University of Economics and Business, and Professor Liu Huilong of University of International Business and Economics.
President Zhu Fangwei stated that this collaboration to establish the Academy not only implements the directives of the Third Plenary Session of the 20th CPC Central Committee to further deepen the reform of China’s healthcare security system, but also serves as an effective approach to leverage university think tanks in addressing key challenges in the current reform.He emphasized that the two parties would conduct joint research in key areas including health security planning, security of fund operations, reform of payment models, supervision and verification mechanisms, actuarial analysis of funds, digital empowerment initiatives, and risk assessment systems, aiming to optimize the healthcare security system for greater public benefit.
The Academy is dedicated to advancing the high-quality development of healthcare security in Hubei Province. Through forward-looking, targeted, and strategic policy research, it will support evidence-based decision-making for the CPC Hubei provincial committee and the provincial government, and facilitate the implementation of national strategies and initiatives by the National Healthcare Security Administration. To this end, ZUEL and Hubei Provincial Healthcare Security Administration will collaborate to build an innovative think tank, develop disciplinary solutions, and cultivate professional talent.
