Kang Junxin: criminal law and anti-terrorism, to serve the country throughacademic achievements

On March 19th, the Eighth National Congress of the Chinese Law Society was opened in the Great Hall of the People. Leaders of the Communist Party and the state, such as Xi Jinping, Li Keqiang, Li Zhanshu and Wang Huning, attended the meeting to congratulate them. Professor Kang Junxin, President of the Criminal Law Research Association of Hubei Law Society, Dean of the Academy of Social Sciences of our university and Doctoral Tutor of the School of Criminal Justice, attended the meeting as a representative of Hubei Province and was commended. Faced with such high-standard honors, Professor Kang Junxin said with a smile, It is a great honor and inspiration to attend the lecture on the spot, which is not only a recognition to the Criminal Law Research Center of Hubei Law Society, but also an inspiration to all men of law. This grand meeting will be a new way for all men of law to take new actions and responsibilities in the new journey of the rule of law. It has defined goals and set the direction. It is the general outline of legal research in the new era.

  

Graduated from Wuhan University, Study Hard with Fruitful Results

On a long way of learning, he has a sincere heart. Professor Kang Junxin graduated from Wuhan University and received a doctorate in law from the famous criminal jurist Yu Wei. After ten years of legal studies, he has a solid theoretical foundation and profound academic foundation. But instead of being proud, contented and stagnant, he continues to study hard. His profound knowledge, rigorous academic attitude, the spirit of excellence and thorough analysis and demonstration have made him achieve fruitful results in criminal law research. He has not only published three monographs, but also edited more than 40 books and textbooks, and published more than 200 academic papers in domestic and foreign journals such as Management World and China Legal Science. He has participated in the survey and drafting of the Criminal Law and the Amendment to the Criminal Law. At present, he is also presiding over the legislative research and drafting project of The Comprehensive Governance of Social Security of the People's Republic of China. From the day he became a teacher, Professor Kang Junxin kept in mind the mission of cultivating students by virtue and knowledge. In his nearly 30 years of teaching career, he has always been serious and meticulous, cultivating talents, studying legal theory, exploring judicial practice, growing up with students, contributing wisdom and training talents for China. More than 60 doctorates, 100 masters and more undergraduate graduates have been active in the field of justice and have grown into expertsof the legal profession.

  

Concerned with the Country, Devoted to Combating Terrorism and Criminal Gangs

Faced with the current situation of terrorism at home and abroad, Professor Kang Junxin put the establishment of anti-terrorism research center on the agenda after the promulgation of the Anti-terrorism Law of the People's Republic of China in December 2015. With many efforts, at the end of October 2016, the Anti-terrorism Research Center of Zhongnan University of Economics and Law, a key research base of Humanities and Social Sciences in Hubei Province, successfully landed in our university, and research bases in Yunnan, Guizhou, Gansu and Xinjiang Province were established. In order to further improve the theoretical level and practical ability of anti-terrorism, Professor Kang Junxin not only devoted himself to research, but also applied for four consecutive years to obtain the support from the Ministry of Education for the major projects of educational exchange with Taiwan. Through the cooperation and exchange of anti-terrorism research, he broadened the disciplinary horizon and innovated research ideas. With his unique insights and extensive knowledge on anti-terrorism research, he wrote articles on cross-strait comparison of anti-terrorism laws, which was adopted by the National Anti-Terrorism Office in anti-terrorism legislation. He also participated in the research and drafting of China's Anti-Secession Law and Anti-Terrorism Law. Over the past few years, he has carried out many anti-terrorism capacity training for institutions throughout the country, and provided anti-terrorism suggestions for the 7th CISM World Games to be held in Wuhan, as well as anti-terrorism security advice for large-scale sports events.

  

In January 2018, after the Central Committee of the Communist Party of China and the State Council issued The Notice on the Special Action to Combat Criminal Gangs, Professor Kang Junxin responded positively to the call andmade early plans so as to give full play to the advantages of the Criminal Law Seminar. In Enshi, Huangshi, Yichang and Jingzhou of Hubei Province, special seminars and training lectures on criminal gangs were held respectively, and were also held at the Annual Meeting of Criminal Law of Hubei Province. The great Seminar on eliminating criminal gangs provides intellectual support for the practice of eliminating criminal gangs in Hubei Province.

  

Foster Character and Civic Virtue, ProposeNew Theory of Discipline Construction

In Kang's view, in the future, the construction of the science of law in our school should give full play to the advantages of basic disciplines, highlighting the specialities of featured disciplines, and adhere to the model of cross-integration, coordination and interaction of the three majors- economics, management, and law; based on our own advantages, focus on the frontier, look to the whole country, draw the big picture of the world, combine the national macro development strategy with the new era of legal education, scientific research, personnel training and social services, to truly achieve the four in one strategy and promote mutual construction by contribution, to achieve a high degree of integration of discipline construction and economic and social development, harmonious and orderly sustainable development. Under his efforts and promotion, our school has established friendly and cooperative relations with universities such as Yunnan University, Guizhou University, Xinjiang Police College, and Gansu Institute of Political Science and Law, which is not only conducive to discipline construction, university management, personnel training, and social service, but also will help the two sides learn from each other's strengths and make progress together.

  

Professor Kang Junxin has always attached great importance to the combination of criminal law theory and practice. He believes that academic research cannot be done without practices, and it is necessary to go to grassroots communities. During his tenure as Deputy Mayor of Jingzhou City, he went to eight sub-districts to investigate the construction of the judiciary, economy, agriculture, and poverty alleviation, and obtained valuable information.

  

He attaches importance to legal education to serve local economic development, and emphasizes that the science of law, as an empirical subject, is particularly important for the cultivation of practice and rationality. The combination of speculation and practice is an essential quality for students majoring in law. He has served as the “exporter” of the theory, using his own thoughts to give advice and suggestions for judicial practice; he also served as the “absorber” of practical knowledge, deepening the research and development of theory with practical materials and thinking. Under his leadership, the Criminal Law Research Association took the lead in setting up a temporary communist party organization, regularly organizing thematic activity of the Communist Party, conducting corporate legal examinations, preventing corporate criminal risks, preventing crimes, actively carrying out patriotic education, and supporting members of the association to participate in targeted poverty alleviation and ensure that all the work of the association goes in the right political direction.

  

He always emphasizes that law students should follow the three rules: the thingsothers don't know, you have to know a little; if others know, you should know more than others; if others know more, you should know better than others. When you are doing well, others can see it.
