Formality A for Long-staying Foreign Experts Working in China

Long-staying foreign experts (hereafter “long-staying experts”) refer to the overseas cultural and educational experts and teachers who hold foreign nationalities and legal foreign passports, planning to work in China for more than half a year. According to their different working places before handling admission formality to work in China, they can be divides into two groups. The first group is the long-staying experts who originally worked in foreign countries and now plan to work in our university in the near future. They shall apply for the Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity to handle Vocational Visa (visa Z) at Chinese Consulate in relevant countries. The second group refers to those long-staying experts who originally worked in China and now intend to work in our university recently. They shall submit the recommendation of their previous working entities, apply for a new Foreign Expert Certificate and handle residence permit extension before its expiration.

1. Formalities for the First Group Working in China

Since you worked in foreign countries before your planning to work in our university, you shall handle Vocational Visa (visa Z). The procedures are as follows:

1.1 Off-campus Contact

We shall contact you (or your previous working university or the relevant principal in charge of your previous working department) in advance via e-mail or phone call to inform you of the job nature, job content, working hours, treatment, living conditions, holiday arrangement and some other information, and ask you to provide a detailed personal resume (including personal information, education background and occupational history, etc.)

1.2 On-campus Contact

We shall send your resume to relevant department for review and keep you in touch to give you the feedback. Once there is employment intention, we shall submit it to the department head for verification and approval, and then we shall inform you of the final hiring intention.

1.3 Materials Collection

To handle Vocational Visa, you shall provide the following materials:

a. A personal resume (including education background and occupational history);

b. The certificate of highest educational attainment or a copy of professional qualification certificate;

c. A photocopy of your passport;

d. A clean bill of health issued by the foreign medical and health institution which is certified by Chinese Embassies (Consulates) or issued by the health and quarantine department which is designated by Chinese government;

e. The employment contract (you can purchase it in the Provincial Foreign Affairs Office) and its annex;

f. An electronic head-shot photo.

The working staff of the International Exchange Department of our university shall, according to the relevant materials provided by the long-staying experts, fill in the Declaration Form of Hubei Provincial People’s Government Foreign Affairs Office on Inviting Foreigners to China with the personal chop and official seal of school leaders, the Application Form regarding the Permit for Foreign Experts Working in China (with the official seal) and the Notification Form of Visa Issued by the Authorized Entity.

1.4 Handle the Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity.

After collecting and filling in the above materials, the working staff of the International Exchange Department of our university shall log in the website of SAFEA for managing the long-staying foreign experts to submit relevant materials. And after the approval, they shall take the relevant paper materials to Hubei Provincial People’s Government Foreign Affairs Office (Hubei Provincial Administration of Foreign Experts Affairs) to handle the Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity.

1.5 Handle Vocational Visa

We shall send the approved Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity to you via international express. Thereafter, you shall bring your valid passport, together with the Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity to Chinese Consulates in your country to handle Vocational Visa, which shall last about 2-4 weeks.

Notes:

a.The clean bill of health shall be based on the Foreigner Physical Examination Record, and all the physical examination data shall be collected as materials for application.

b.The staff of the International Exchange Department of our university shall draw the employment contract in Hubei Provincial Foreign Affairs Office, and provide the original employment contract signed by both parties when handling certificates.

c.When handling Vocational Visa for the accompanying family member of the expert, the staff of the International Exchange Department of our university shall fill in the general information of the family member on the Declaration Form of Hubei Provincial People’s Government Foreign Affairs Office on Inviting Foreigners to China,the Application Form regarding the Permit for Foreign Experts Working in China and the Notification Form of Visa Issued by the Authorized Entity, thereby the family member can bring his/her valid passport and the expert’s Permit for Foreign Experts Working in China and the Letter of Notice of Visa Issued by the Authorized Entity to handle his/her Vocational Visas at Chinese Consulates in his/her country (his/her identity: accompanying family member).

2. Formalities for the Second Group Working in China

Since you worked in China before you are planning to work in our university, you shall apply for a new Foreign Expert Certificate and handle residence permit extension before its expiration. The procedures are as follows:

2.1 Off-campus Contact

We shall contact you (or your previous working university or the relevant principal in charge of your previous working department) in advance via e-mail or phone call to inform you of the job nature, job content, working hours, treatment, living conditions, holiday arrangement and some other information, and ask you to provide a detailed personal resume (including personal information, education background and occupational history, etc.) as well as the recommendation of your previous working entity.

2.2 On-campus Contact

We shall send your resume and your recommendation of your previous working entity to relevant department for review and keep you in touch to give you the feedback. Once there is employment intention, we shall submit it to the department head for verification and approval, and then we shall inform you of the final hiring intention.

2.3 Materials Collection

To apply for new Foreign Expert Certificate and residence permit extension, you shall provide the following materials:

a. A personal resume (education background and occupational history included);

b. The certificate of highest educational attainment or a copy of professional qualification certificate;

c. The original passport;

d. The original health certificate issued by the foreign medical and health institution which is certified by Chinese Embassies (Consulates) or issued by the health and quarantine department which is designated by Chinese government;

e. The employment contract (you can draw it at the Provincial Foreign Affairs Office) and its annex;

f. Two two-inch bareheaded and full-faced photos;

g. The complete copies of your old Foreign Expert Certificate;

The working staff of the Foreign Affairs Division of our university shall, according to the relevant materials provided by the expert, fill in the Declaration Form of Hubei Provincial People’s Government Foreign Affairs Office on Inviting Foreigners to China (with the personal chop and official seal of school leader’s), and the working staff of the International Exchange Department of our university shall log in the website of SAFEA for managing the long-staying foreign experts to submit relevant materials.

2.4 Handle New Foreign Expert Certificate

When collected and filled in the above materials, and when the online check passed, the working staff of the International Exchange Department of our university shall go to Hubei Provincial People’s Government Foreign Affairs Office (Hubei Provincial Administration of Foreign Experts Affairs) to handle the new Foreign Expert Certificate for you.

2.5 Handle Residence Permit Extension

When handled the Foreign Occupation Certificate (with the official seal of the public station) for the expert at the Public Security Bureau near his/her new working place, the working staff of the Foreign Affairs Division of our university shall go to the Entry-Exit Administration of Wuhan Municipal Public Security Bureau for the Residence Permit Application Form. After filling in it, the staff shall conduct a conversation with the expert himself and his accompanying family member, together with relevant police officers of Visa Section of the Entry-Exit Administration. After the conversation, the staff shall lead the expert and his accompanying family member to the Visa Acceptance Room to take electronic photos, handle the Residence Permit Extension and get the receipt for drawing certificates. According to the date of drawing certificates (generally 7 days later), the expert shall go to the Entry-Exit Administration to pay for the fees incurred and then get his original passport, together with his accompanying family member’s original passport, which shall contain the extended Residence Permit.
