Two suggestions of Research Center for Rule of Law Development and Judicial Reform have been sent to the central leadership for review.

News Network (Reporter Guo Qian) Recently, two proposal reports submitted by the Research Center for Rule of Law Development and Judicial Reform in ZUEL have been respectively reported by China’s law society to Wang Yang and Liu Yandong, members of the Political Bureau of CPC Central Committee and Vice Premiers of the State Council for review .


One is Improving the Legal System of Protecting Farmers’ Land Property Rights by Xu Hanming and Lin Biheng which has been sent to Wang Yang, member of the Political Bureau of CPC Central Committee and Vice Premier and Chen Xiwen, the Deputy Director of Office of the Central Leading Group on Financial and Economic Affairs and vice team leader of Central Rural Work Leading Group and director of the office for review.


This report recommends that our country should enact and revise the related laws and regulations to improve the legal system of protecting farmers’ land property rights in China in accordance with the 13th Five Year Plan about advancing reform of protecting farmers’ land property rights. The proposal covers the following aspects: firstly, ensuring the contracted management rights of land as the main body of law; secondly, improving the legal system of modern agricultural management and market; thirdly, improving the legal system of cooperative operation; fourthly, empowering farmers to possess more property; fifthly, establishing the unified and open trading market for transference rural property rights; sixthly, improving the legal system of equal exchange of factors and balanced allocation of public resource; seventhly, constructing unified land market between urban and rural areas; eighthly, setting up the strict legal system of acquisition and allocation of land as well as land income distribution.


The other is Proposals on Law Education Reform in China, produced jointly by President Yang Canming, Zhang Demiao, Xu Hanming, Lin Biheng, Chen Ziyuan and so on, which has been sent to Liu Yandong, member of the Political Bureau of CPC Central Committee and Vice Premier and Yuan Guiren, Minister of Education for review.

  

This report proposes that China should push hard for law education reform and innovate the cultivation mechanism of talents of law based on the fact that there is a great demand for law education system and mechanism and comprehensive rule of law. It proposes that law education reform should establish macro ideas of grasping the trend, accurate positioning, specific goals and coordination and meanwhile puts forward six suggestions as follows: law education should be given a strategic priority in national education; law education should lie in the whole process of national education; general law education should be included in the non-law disciplines in universities; the modernization of education system of law and educational abilities should be advanced; the pilot reform of law education should be carried out based on the law education as the advantage disciplines; the policy and safeguards of law education reform should be improved.
