Formal opening of The 2nd China Academic Forum on Anti-Terrorism

News Network Reporters Wen Ya, Bai Yang and Yao YunyuanOn November 12, 2016, the 2nd China Anti - Terrorism Academic Forum and The Challenges and Opportunities Faced by China in the Anti-Terrorism Campaign under the Background of the Rule of Law Symposium were held in Wuhan. Sponsored by Zhongnan University of Economics and Law (ZUEL), this forum was jointly held by Criminal justice school of ZUEL, Investigation and Anti-Terrorism College of People’s Public Security University of China and Hubei Provincial Humanities and Social Sciences Key Research Bases--Anti-Terrorism Center of ZUEL. The opening ceremony was chaired by Prof. Kang Junxin, vice president of China Criminology Society and director of anti-terrorism research center of ZUEL--Hubei Provincial Humanities and Social Sciences Key Research Bases.

Experts and scholars presented themselves in the opening ceremony including: Zhang Guiyong, assistant consultant of the Public Security Bureau, Hu Xingru, deputy secretary of the Political and Legal Committee of the Hubei Provincial party, Wang Long, member of the Leading Party Group and Secretary General of the Hubei Law Society; and Prof. Sun Yingzheng, deputy director of Wuhan city people's Congress (NPC), People's Procuratorate of Wuhan City Party Secretary and Attorney General, Sun Guangjun, vice president of China Criminal Law Society, vice-chair of the University Council of ZUEL, Qi Wenyuan, vice president of China Lawyers Association, Yao Li, Vice President of ZUEL and the Chinese People's Public Security UniversityProfessor Yang Zonghui, President of Hubei Institute of Criminology, Master of Law Education Center, Li Hong, Chair of the School Council and Dean Hu Xiangyang from School of Criminal Justice of ZUEL. A total of 220 experts and scholars, master's degree doctoral students from police academies, armed police and public securities around China, attended the opening ceremony and seminar, including People’s Public Security University of China, China University of Political Science and Law, Southwest University of Political Science & Law, Northwest University of Political Science and Law, East China University of Political Science and Law, Gansu institute of Political Science and Law, National Police University of China, Chinese People's Armed Police Force Academy, Peking University, Beijing Normal University, Minzu University of China, Shandong University, Hebei University.

At the opening ceremony, Prof. Qi Wenyuan delivered a welcoming speech. Zhang Guiyong, Hu Xingru, Sun Yingzheng, Sun Guangjun, Dai Zhongxiang, Xu Hanming gave the speeches respectively. The leaders, experts and scholars expressed warm congratulations on the successful convening of this forum and indicated that the smooth organization of this forum would provide a comprehensive platform for academic exchange and cooperation of anti-terrorism research. The seminar focused on anti-terrorism theories, systems, practices and international cooperation and is of great significance to some aspects, such as developing the globalization of economic, the diversification of culture, the pluralism of governance, the modernization of information, promoting the accurate legislation of anti-terrorism, the justice balance of anti-terrorism and perfecting the legal system of anti-terrorism.

The forum was on three topics--“China's Anti-Terrorism Legislation and Its Application”, “International Anti-Terrorism Experience and China's Measures” and “Crime Anti-Terrorism Policies”.

The first theme report was chaired by Prof. Xia Yong. Prof. Su Yongsheng from Hebei University, Prof. Qi Jiangang and Prof. Guo Zeqiang from ZUEL, Associate Professor Du Jin of Northwest University of Politics and Law, Chen Sheng, a teacher from Investigation and Anti-Terrorism College of People’s Public Security University of China, Chen Kai, the postgraduate of Engineering University of CAPF, Prof. Zhou Ling and Chen Mei, from ZUEL, gave the speeches respectively. The speakers analyzed the differences and references of Domestic and Foreign Criminal Policy of anti-terrorism in the point of comparative law, the regional and national anti-terrorism forces in the angle of domestic law and then made an anticipation of anti-terrorism criminal trends and put forward effective countermeasures. The theme report mainly focused on the legislation and judiciary. For the legislation, the criminal law's aim is changed from the shallower to the deeper in the systems and the terms and the determination to anti-terrorism is firmly made. For the judiciary, we focus on the study from the facts to Criminal Law's Methodology and the value change of criminal law which is superior to freedom. Prof. Chen Gang and Professor Huang Xiaoliang, deputy director of College for criminal law science of Beijing Normal University gave a high appraisal to the speeches delivered by the above-mentioned speakers and remarked that the existing anti-terrorism topics were rich, such as network and reality, group and individual. In order to study and explore suitable anti-terrorism policies for China national conditions, we should reflect on China's anti-terrorism from various political areas, such as nationality and religion.

The second theme report was hosted by Prof. Jiang Nan from the NanjingForestPoliceCollege. Guo Yongliang from Armed Police College of CAPF, Prof. Qin Guanying from Gansu institute of Political Science and Law, Prof. Liu Aijiao from Yunnan Police Collage, Prof. Li Liang from Minzu University of China and Li Heng, the PhD candidate from Northwest University of Politics and Law respectively delivered the speeches. The speakers pointed out the past and current situations and opportunities of China's anti-terrorism campaigns and put forward their suggestions on China's anti-terrorism campaigns of the future, including the new forms of anti-terrorism in Southeast Asia and their impacts on China and the current rise of the new media in Internet era and its corresponding anti-terrorism strategy. After their speeches, Dong Shaoping and Dong Bangjun, two teachers from Criminal Justice School of ZUEL respectively remarked on them. Two commentators thought we should focus on the combination of anti-terrorism and anti-corruption and emphasize the grasp of technical methods in anti-terrorism. They commented that in the term of criminal law system, the current criminal law is facing new challenges, thus we should make clear the concept of terrorism, increase social measures and mainly take special prevention to deal with terrorism.

Speakers of the third theme report were Wang Ding, director of Kuitun Public Security Bureau of Ili Kazak Autonomous Prefecture in the Xinjiang Uygur [Uighur] Autonomous Region, Prof. Hu Wangyang, director of Zhejiang Public Security Crisis Management Institute, Mr. Li Shengjun, teacher of Railway Police Academy, Yu Bowen, a student from Engineering University of CAPF, Li Rui, a student from Criminal justice school of ZUEL. Prof.Hu Wangyang focused on the analysis of the mass mortality of terrorist attacks in cities, evaluated the situation of China's anti-terrorism and put forward corresponding countermeasures. Prof. Zheng Hai from Southwest University of Political Science and Law and Prof. Zhang Fang from China University of Political Science and Law commented that our attention should be put into the prevention of terrorist crimes and nip terrorist crimes in the bud to the best extent possible.

The closing ceremony of the forum was chaired by Prof. Hu Xiangyang, dean of Criminal Justice School of ZUEL. At the closing ceremony, vice dean of Criminal Justice School of ZUEL, Prof. Tong Dehua gave an academic summary. Prof. Chen Gang conducted a meeting summary. Deputy secretary of the Political and Legal Committee of the Hubei Provincial party, the Secretary-General, Hubei Provincial Humanities and Social Sciences Key Research Bases—Anti-Terrorism Center of ZUEL, deputy director of the academic committee, Wang Long announced the successful conclusion of this forum. At this point, the 2nd China Anti-Terrorism Academic Forum and The Challenges and Opportunities Faced by China in the Anti -Terrorism Campaign under the Background of the Rule of Law symposium came to a close.
