From July 13th to 14th, the Seminar on Major Issues of the Green Low-Carbon Development Chapter and Legal Liability Chapter ofthe Draft Environmental Code was successfully held in Wuhan, Hubei Province. This seminar was sponsored by the Environmental and Resources Law Research Institute of the China Law Society, and co-hosted by the School of State Governance of Zhongnan University of Economics and Law(ZUEL), the Institute of Environmental Law of Wuhan University, the Law School of ZUEL, and the Institute of Ecological Civilization of ZUEL.More than 140 experts and scholars from universities, academic journals, publishing houses, research institutions, and relevant professional sectors across the country gathered to engage in in-depth discussions on major theoretical and practical issues related to the Green and Low-Carbon Development Chapter and the Legal Liability Chapter ofthe Draft Environmental Code. The participants sought to build consensus through the elevation of concepts, foster innovation through institutional improvement, and ensure effective implementation through the refinement of specific provisions.

Professor Zhang Zhongmin of ZUEL Law School, who also serves as Vice President of Hubei University of Economics, presided over the special report session and spoke at the panel discussion on Green and Low-Carbon Development. Liu Jianming, Director of both ZUEL Party Committee Office and Administration Office (concurrently Director of the Supervision Office), attended the conference. The panel discussions were chaired respectively by Jiao Junfeng, Vice Dean of the Criminal Justice School; Qi Yu, Vice Dean of the School of Public Finance and Taxation and concurrently Vice Dean of the Ecological Civilization Research Institute; Gao Lihong, Dean of Research Institute of Rule of Law for Carbon Peaking and Carbon Neutrality; and Professor Yu Yaojun of the Law School. Zhang Bao, Vice Dean of the Law School, and Hou Zhiqiang, Lecturer at the Law School, delivered presentations in the Legal Liability and Green and Low-Carbon Development panels respectively.
