Major Project on Philosophy and Social Sciences funded by the Ministry of Education Kicked off on the 1st ZUEL Forum for Foreign-related Rule of Law

News Network (Correspondent: Zhuo Zhangpeng; Photographers: Cui Zhenzhen) On May 10th, the kickoff meeting of “Research on the Development of Foreign-related Legal System”, a key project of philosophy and social science research funded by the Ministry of Education, was successfully held on the 1st ZUEL Forum on Foreign-related Rule of Law.

Hou Zhenfa, Secretary of the CPC ZUEL Committee, pointed out that as an integral part of philosophy and social sciences with chinese characteristics, the foreign-related legal system is not only an imperative requirement for implementing Xi Jinping Thought on the Rule of Law, but also a shared historical responsibility and mission for both academia and the legal profession. He noted that serving as an academic symposium and a project kickoff meeting, this forum not only adheres to national strategies in foreign-related rule of law, but also contributes to ZUEL’s efforts in cultivating foreign-related legal talents, thereby providing strong talent support for advancing law-based governance on all fronts. He called for the research team to make full use of the forum so as to enhance the construction of international law disciplinary, academic, and discourse systems with Chinese characteristics and global resonance while grounded in​Chinese modernization, ultimately producing a series of high-level research outcomes.

Wang Nan, Director of the Center for Research and Evaluation of Humanities and Social Sciences in colleges and universities at the Ministry of Education,emphasized that strengthening the research on foreign-related legal system is not only a strategic requirement for building a great modern socialist country in all respects and achieving the great rejuvenation of the Chinese nation, but also an urgent need for promoting high-level opening-up, responding to external risks and challenges, and safeguarding national sovereignty, security, and development interests. He noted that to deepen the research, it is essential to follow the ideological guidance of Xi Jinping Thought on the Rule of Law so as to construct China’s independent foreign-related rule of law in theoretical, academic, and discourse systems. He advocated that a problem-oriented approach should be adopted to integrate advantageous resources for strengthening interdisciplinary and cross-sectoral collaborative research. Moreover, he emphasized the practical application of research outcomes for high-quality policy consultation services, thus providing solutions that enhance China’s influence and discourse power in the formation of international rules.

Luo Ping, Party Secretary and Director of the Office of Wuhan Arbitration Commission, noted that in recent years, the Commission has maintained close cooperation with ZUEL, achieving remarkable outcomes through comprehensive collaboration in arbitration practices, talent cultivation and promotion of foreign-related legal awareness. Moving forward, she stated that the two parties will jointly establish Wuhan Foreign-related Arbitration School and sign strategic cooperation agreements to promote the cultivation of foreign-related legal talents. She pointed out that this initiative aims to develop a demonstrative and industry-specific competency model to ensure precise talent selection and standard training, ultimately forming a “Wuhan Model” for the cultivation of foreign-related legal professionals.

Chen Baifeng, Member ofthe Office of the CPC ZUEL Standing Committee, Vice President, and Dean of the Law School, hosted the opening ceremony.

During the project kickoff, Liu Renshan, chief expert for the project,Member of the Office of the CPC ZUEL Standing Committee, Vice President, Dean of the Institute of Foreign-Related Rule of Law, and Distinguished “Wenlan Scholar” Chair Professor, delivered a comprehensive report on the project, encompassing research background, significance, preparations, content, objectives, methodology, key elements, challenges, innovations, research plan, and follow-up implementations.

Experts and scholars from Fudan University,Hainan University,China University of Political Science and Law,Renmin University of China,Southwest University of Political Science and Law along with other universities reported their sub-topics in order. Then, experts and scholars from Peking University, Institute of International Law, Chinese Academy of Social Sciences,Zhejiang University,East China University of Political Science and Law, and the Fourth Civil Division of theHubei Higher People’s Court put forward opinions and suggestions. Huang Jin, seniorprofessor in Humanities and Social Sciences at Wuhan University, President of theChinese SocietyofInternationalLaw, andPresident of the China Society of Private International Law, presided over the meeting as the leader of the expert panel and delivered a concluding speech for the meeting.

Xu Weigong, Dean of the School of International Lawof ZUEL, and Su Qin, Executive Dean of theForeign-Related ArbitrationSchool of the Wuhan Arbitration Commission,signedastrategiccooperationagreement on behalf of both parties.

During the forum, a strategic cooperation agreement on cultivating foreign-related legal talents was signed betweenthe School of International Law ofZUEL and the Foreign-Related ArbitrationSchoolof Wuhan Arbitration Commission.

In the afternoon, a roundtable seminaronthe development ofthe foreign-relatedlegalsystem was held, where participants engaged in in-depth discussion on foreign-related rule of law,covering topics such asthe fundamental theories of foreign-related rule of law, foreign-related legislation, foreign-related law enforcement and judiciary practices, foreign-related legal services, and cultivation of foreign-related legal talents.

The event was hosted by the School of Law, the School of International Law, and the Institute of Foreign-Related Rule of Law of ZUEL, with co-organizationfrom Wuhan Arbitration Commission and Hubei Guanzhu Law Firm.
