The Standing Committee of the People’s Congress of Hubei Province and ZUEL jointly build “Local Legislation Research and Talent Training Base of Hubei Province”

News Report (Correspondents: Fu Jing, Kong Lingyu)  On the morning of Oct. 26, the signing and awarding ceremony of the “Local Legislation Research and Talent Training Base of Hubei Province” jointly built by the Standing Committee of the People’s Congress of Hubei Province and ZUEL was held in the conference room on the 5th floor of the Standing Committee of the People’s Congress of Hubei Province’s General Office.


The meeting presided by Chen Hongbo, a member of the Standing Committee of the People’s Congress of Hubei Province and Chairman of the Legislative Affairs Commission. Deputy Secretary General of the Standing Committee of the People’s Congress of Hubei Province Fu Zhengzhong said that the base relies on the development of high-quality legal resources in Wuhan, which aims at promoting the demonstration and consultation of local legislation for experts and the mechanism innovation of talent training, and enhancing the local legislative research and the team construction of talents in Hubei province. The function of the base serves as “one tank and three bases”, it means high-end legislative think tank, legislative practice demonstration and consultation base, legislative theory research and innovation base, and legislative talent training base. The main work of the base includes arguing and evaluating the entrusted legislative project, carrying out a research on a five-year legislative work plan draft and an annual legislative work plan draft, making or participating in making local regulations drafts, revising or participating in revising local regulations drafts, participating in reasoning local legislation or doing a research on the major issues to the process of the entrusted local legislation.


Deputy Secretary General of the Standing Committee of the People’s Congress of Hubei Province Fu Zhengzhong and ZUEL’s Vice-president Yao Li jointly signed the Project of Hubei Local Legislation Research and Talent Training Base Assignment Agreement.


Vice-president Yao Li introduced the development of ZUEL’s law discipline and she believed that this cooperation between the Standing Committee of the People’s Congress of Hubei Province and universities, like ZUEL, is of great epoch-making significance. She said that ZUEL will fully support the base construction and the coordinate service work to  further strengthen the communication with the Standing Committee of the People’s Congress of Hubei Province. And it will actively build an open platform for talents to build expert think tanks for local legislative research and talent training bases. Besides, it will actively organize the teaching and research staff to participate in local legislation practice and Hubei’s service work. She Believed that ZUEL will continue to provide more theoretical support and technical assistance for Hubei’s local legislative work with the joint efforts of both sides.


Deputy Head of the Standing Committee of the People’s Congress of Hubei Province Hu Zhiqiang showed that the construction of “one tank and three bases” is an important measure to improve the mechanism innovation of local legislative demonstration and consultation for experts, which also benefits Hubei’s local legislative research and the team construction of talents. Besides, it has further improved the quality of local legislation and legislative talents. The content of 19th National Congress of the CPC clearly indicated that the process of legislation should be scientific, democratic and lawful so that the development and the governance would be guaranteed. In 2003, the Standing Committee of the People’s Congress of Hubei Province and ZUEL had jointly established an academic research institution, namely Hubei Local Legislation Research Center. Wuhan is a major force in the law theory research throughout the country. And six “first-class law disciplines” have been established in China, two of which are located in Wuhan. Therefore, Wuhan ought to undertake more historic responsibilities in law theory research and talent training. As the basis of practice, local legislative practice provides abundant research topics for legislative theoretical research. At the same time, it also needs intellectual support from legal experts and scholars.


Moreover, there were other three universities that were award “Local Legislation Research and Talent Training Base of Hubei Province”, they are Wuhan University, Huazhong University of Science and Technology, and South-central University for Nationalities. On the one hand, the establishment of the Base will further improve the system and mechanism of local legislation, and the overall ability and quality of local legislation in Hubei province. On the other hand, it will further promote the development of the law discipline of ZUEL to benefit the society with social services. Above all it help the local reform and the development of the Yangtze River Economic Belt, and make new contributions to the comprehensive law-based governance of the country.
