News Network (Reporter Wang Shiwei) To further implement the spirit of province-ministry co-construction and vigorously promote the medium-and long-term cooperation between the Information & Network Center of the Ministry of Finance and our university, Zhao Yanzhao, Deputy Director of the Center visited our university for an investigation symposium together with his delegations on April 13th, 2017. Members presented at the symposium also included Pan Haiyan, Senior Engineer of the Planning and Research Department, Shen Chen, Engineer of the Planning and Research Department and Xie Qin, Director of Information Center of the Hubei Provincial Department of Finance. On the afternoon of 13th, the two sides negotiated and reached agreement on issues related to cooperation, and views on co-construction experiences were exchanged on the morning of 14th.
On the afternoon of 13th, the symposium, presided over by Wang Feng, Vice Dean of the Institute of Social Science (ISS), was held in the Meeting Room at the 5th floor of Zhongyuan Building of ZUEL, and was attended by Yang Canming, President of our university, Wang Jianhong, General Accountant of our university, Zhang Hu, Dean of the School of Mathematics and Statistics and Director of the Big Data Research Institute, Jin Dawei, Assistant Dean of the School of Information and Safety Engineering and Deputy Director of the Big Data Research Institute and Xu Yingmei, the professor from the School of Mathematics and Statistics and also Deputy Director of the Big Data Research Institute, etc. During the symposium, the two sides negotiated and reached agreement on four joint research projects, namely, the Modernization of Government Fiscal Management Information System (GFMIS), Research on the Establishment of Financial Data Resource Catalog System, Research on Financial Electronic Bill and Key Supporting Technology and Research on the Construction of Electronic Archives of Finance. Then, they determined the main research content, the working scheme, the research method and the expected result of each project. At last, they decided the representatives of our university for the cooperation and communication with the Center and specified the management style, personnel arrangement as well as the signing ceremony and procedure of the working agreement of the medium-and long-term cooperation between each other.
President Yang Canming expressed his warmest welcome to all the leaders and experts and extended his sincere gratitude to the leaders of the Ministry of Finance and Hubei Provincial Department of Finance for their continued guidance and support for our university. He stated that ZUEL highly valued the province-ministry co-construction and hopeed to establish a long-term and stable cooperation mechanism with the Information & Network Center of the Ministry of Finance gradually through medium-and long-term cooperation, thus providing intellectual and technological support for the reform of fiscal informatization.
The experience exchange meeting on the morning of 14th was presided over by Zhang Hu. He started by generally introducing the Big Data Research Institute of our university and its previous research findings. Subsequently, Gong Qiang, Dean of Wenlan School of Business introduced the experience of health care project co-researched by our school and the Policy Research Center of the Ministry of Finance. Prof. Xu Shuangmin from the School of Public Administration introduced the experience of the project concerning the division of powers and responsibilities of education and the classified training for fiscal cadres accomplished by our university and the Ministry of Finance. Assistant Professor Tan Yanyan from the School of Accounting introduced the cooperation experience between the Government Accounting Institute of our university and the Accounting Department of the Ministry of Finance. Assistant Professor Qu Zhenxin from the School of Information and Safety Engineering introduced our university’s experience obtained when taking part in the e-government construction of the department of practice. At the end of the meeting, Zhao Yanzhao not only affirmed our university’s successful experiences and research achievements in the fields of big data research, fiscal reform and e-government, but also discussed the problems demanding prompt solution in the work of Information & Network Center with the participants.
Leaders and experts present at the symposium said that this symposium has laid the foundation for the medium-and long-term cooperation between our university and the Information & Network Center of the Ministry of Finance. Given this, the two sides will implement the cooperation as soon as possible.
